On April 26, 2010, a Montgomery County Detective Kenneth V. Penrod left his jurisdiction in Montgomery County and entered into Prince Georgia’s County where a member of the National Organization for Justice was sitting in a public library when Detective Kenneth V. Penrod attempted to get the member to admit that he and members of the National Organization for Justice were threatening some government officials.
When the member refused to admit that he or any member of the National Organization for Justice had threatened any government officials, Detective Kenneth V. Penrod placed the member under arrest for threatening government officials. Detective Kenneth V. Penrod then took the member of the National Organization for Justice back into Montgomery County to Shady Grove Adventist Hospital at 9901 Medical Center Dr. Rockville, Md. 20850 where Detective Kenneth V. Penrod informed the staff that the member had threaten Governor-Martin O’Malley and some other government officials and that Governor-Martin O’Malley ordered that he be examined for mental problems. The member of the National Organization for Justice did not consent to any examinations, but the hospital performed the examination against the member’s will. After the tests were done, the member was shown to where his property was and then he was shown the front door of the hospital. The member was sent the bill for the illegal examination.
After Detective Kenneth V. Penrod and Governor-Martin O’Malley were notified that the complete incident was recorded Governor-Martin O’Malley order Detective Kenneth V. Penrod to harass, scare and have the member arrested.
Has Maryland become the old Soviet Union where citizens who oppose a government official are taking from a public place or off the streets to be tests or examined against their will?

Michael- if you need mental health help- please let me provide this to you. I also would like to know if you will be at HQ on Wednesday. I keep waiting for your "chief investigator" to call but I guess he is busy. You do not have to continue to communicate with me under the pseudonym of "NOJ." The pseudonym does not relieve you of your actions or responsibilities. It also does not relieve you of past failures but it does shield you from addressing these failures. You are Michael Moment and although that may not satisfy you psychologically- I will let you know that all of us have had disappointments and unfulfilled expectations. However, we do not have to create an alter ego or drown in martyrdom to escape ourselves.
I have papers to serve on you. These papers are a means of addressing your threatening letters to elected public officials. These papers have been signed by a neutral judge who has found probable cause. I look forward to addressing the facts professionally and not a continued dialogue with an individual who's perceptions may be distorted. When the papers are served- then you can read the narrative and address the facts as they are laid out under oath. Thank you for your cooperation in these matters.

Since April 27, 2010, the National Organization for Justice and Mr. Moment has requested documents from Montgomery County Police, Montgomery County States Attorney Office, and Detective Kenneth V. Penrod pertaining to the arrest and release of Mr. Moments. The Montgomery County Police, Montgomery County States Attorney Office, and Detective Kenneth V. Penrod have refused to provide said documents.
Detective Kenneth V. Penrod states he has papers, which are signed by a neutral judge who has found probable cause that Mr. Moment threatens, elected public officials. Since receiving Detective Kenneth V. Penrod messages the National Organization for Justice and Mr. Moment have requested the documents. It is a crime to threaten someone but there has been no warrant issue for any member of the National Organization for Justice or Mr. Moment arrest.
